Incorrect encoding for the CloudFront artifacts with Cyrillic content opened in browser

Description:
We use some cyrillic content in our text attachments. If we open these uploaded attachments in browser, CloudFront artifacts are displayed with incorrect encoding.
Steps:
1) Attach a file with Cyrillic content (e.g. "Создать отчет") to the test case data or test run results.
2) Open attached file in browser.
Actual Result:
The file content is displayed with incorrect encoding (e.g. "Создать отчет"). After downloading the file it's displayed correctly (check screenshot).
Expected Result:
The file content is displayed with correct encoding (e.g. "Создать отчет").

This is an old encoding issue.
Unfortunately plain {{txt}} files doesn't contain encoding information, and modern browsers doesn't allow to change it manually, the file should be displayed correctly being downloaded and opened by a text editor.
