Ability to edit a tag

Currently it is not possible to edit a tag that was once created, you can only delete one.
I foresee a lot of problems with naming since somebody might miss the rules, or we might want to chage the rules after using Tags for a while, and it all would be a huge mess of similar tags and will require some rework, instead of just simple action of editing a tag.
It should be possible to edit an already existing tag.

For me this would also be useful. We tagged some cases, and later realized we need another tag and we should make the original one's naming more specific (to make the distinction). There's now no other option then removing the tags and starting over with tagging them.
