Change the default settings for Members regarding project deletion

I think it's worth changing the default settings for Members regarding project deletion. Yesterday, an incident occurred. A new employee mistakenly deleted the project with our test cases.

To add to this maybe add a temporary "archival" situation so even if we "delete" then it's archived for 30 days - so that the team can recover the information just in case it's needed. Then if they really really want it gone before the 30 days go to that archival system and have to delete from there (requiring maximum effort to truly lose everything)
