right now, if you enable mandatory review it does not apply to the "quick create" cases in the test repository... this is not acceptable and when it is set as mandatory, all cases, even the quickly created ones should be reviewed

The issue has been fixed. Now if the review is set to mandatory, the "quick create" method is not available for cases - new cases will have to go through full creation flow.
